The special police patrols of Costa Rica, consisting of the Fuerza Publica (National Police), the Municipal Police, the Immigration Police and the Judicial Investigative Police, know as OIJ, are on a new venture; to terrorise and harass tourists in the restaurants and bars of San Jose. This new behavior is very well known in Central America as “guatemalan raids.” Where 20 – 30 police take over an establishment and harrass all of the occupants demanding passports saying now that passport Costa Rica needs the original not a copy.
